Turkey’s strategy would seem to be muddled, if not outright contradictory. But a truism of international relations—one often used when speaking of the United States—is that you can’t understand a country’s foreign policy unless you understand its domestic politics.This goes a long way to explaining why the our foreign policy is so muddled.
