Dubious daughter sets me straight:<br /><br />It is prohibited unless you fall under a certain category (there are 12). The tourist visa is a requirement of the Cuban government, whether or not you are there as a "tourist."<br />Before this year, you would just get a card/piece of paper (tourist card) upon arrival that you had to hold on to until you left.
