But then I realized that these reviewers were being obtuse and simply avoiding the author's central premise.<br /><br />The war on drugs consists mostly of arbitrary made up crimes. These "crimes" can be detected and prosecuted, or not, with extreme discretion. That's why a prosecutor once asked Rick Steves why he was so passionate about legalizing cannabis.
