Motorcycle on Fire

I'm driving down the road and start going up a hill. There's a traffic light up ahead. It turns red so I stop behind a motorcycle with a couple on board. While we are sitting there the motorcycle catches on fire. The couple escape. I call emergency services but the woman who answers wants to write down my statement and fax it to them, so I am wondering what is wrong with emergency services. Are they crazy?
