What sea level rise (e.g. because of ice cap melting) would be needed for there to be
only a sea between the Rockies and the Appelations?

Quite a bit. Chicago, which is at the southern end of Lake Michigan, has an elevation of 600 feet. It's downstream and downhill from the there to New Oreleans, though there is a bar that prevents the Great Lakes from draining into the Mississippi. The Great Lakes drain eastward through the St. Lawrence Seaway. There is a man made canal that connects Chicago to the Mississippi river.
