Brian Potter points to a story on Clean Technica. They seem to be planning on deploying these things in the jet stream, umpteen thousands of feet in the air.

Unless the Chi-Coms are going to try to sell the fools in the West that ridiculous thing, why would they use it?
Better for m them to whip up a new coal plant

The only places that have steady enough wind to generate cost sufficient electricity is on mountain tops which are too far from cities to use that power.
