Okura - Netflix Series

We watched 3 or 4 episodes, but last night we're halfway through one and I'm falling asleep. I don't quite understand what's wrong with it. 

We have a crew of oddball characters who have been shunted off into the archives where they are supposed to be doing data entry, but in every episode one case pops up that they feel compelled to investigate. 

The show has all the parts you would need to make a good show, but for some reason it doesn't quite jell. This is like the third Japanese crime series we've seen this year, and they all seem to be a bit awkward. I can't put my finger on what is wrong exactly. Is it something about Japanese culture, or is the way the show is put together at fault?

This is also the third series we've watched that follows the same premise. The others were Graveyard from Turkey and Dept. Q from Scotland.
