Test pilot Alexander Fedotov set the world maximum record with an altitude of 123,524 feet in 1977 with a prototype of this aircraft (MiG Ye-266). X-15 doesn't count because it didn't take off from the ground under its own power. Besides, it was more of a rocketship than an airplane.
