The setting is a modern ranch house with a big green lawn. We're out in the middle of nowhere, someplace where there could be real ranches. The old guy who lives there used to be the local sheriff. He had his own sense of justice and sometimes, besides being a peace officer, he also acted as judge, jury and executioner. This never caused much fuss as it was a sparsely settled area of the country, everyone knew the particulars and all tacitly agreed that his course of action was correct.
But that was then and this is now and somehow word of his less-than-technically-legal practices has gotten out and outsiders are sniffing around.
We can see a car approaching from some distance away. It appears over the crest of a hill and now it disappears around a corner. The last hill is covered with snow and when the car crests that last hill it is pushing the snow out of the way. There is a discussion between the occupants of the car and the people in the house. It was fairly serious, but not too ominous. The details escape me.
Some time later we see several cars approaching, appearing and disappearing like the last car. The man leading this posse is some kind of lawman, he might be the current sheriff. The old sheriff says "from the way all those cars are coming here, it looks there might be a noose at the end of my line". The new sheriff replies, it will hurt you, but it won't hurt the country, which is what your actions have done."
